Your Memorialists trade and carry on business in partnership together at Victoria in Hong Kong under the name & style of Tai Fook Company and are the
farmers, under the Provisions of the Prepared Opium Ordinance 1891 (being Ordinance 21 of 1891) of the sole privilege of preparing opium and of selling, within the Colony of Hong Kong, Opium so prepared for three years from 1st March 1872.
The said Ordinance was passed and became law on the 13th day of November 1891. It empowers
the Governor in Council to
